Library Board of Trustees Update
From the Meeting of September 22, 2016
Present: Jenny Weiss, President; Patty Poggemiller, Vice President; Mike Willis,
Secretary and Trustees, Robert Armstrong, Christy Monk, and Jon Trotter

• The end of September marked 17% of the fiscal year lapsing.
Expenditures were at 16%.
• The number of check-outs is down 9%. Circulations to Dubuque card
holders were down 8% compared year-to-date to FY 2016. Check-outs to
County card holders are down nearly 12% as expected due to Open
Access restrictions that have been in place for a few years. Impact has
also been felt from west side residents visiting the new County branch
library in Asbury, which has realized an increase in their funding resulting
in a stronger collection.
• The Summer Reading Program registrations were down this year by 197.
A full 80% of these were represented by students from three of the four
schools located on the west side of town.
• Henricks met with Mike Wright, the Director of the County Library system
to brainstorm possible ideas for collaboration. These ideas were
presented to the Board for consideration:
o The ability for Dubuque patrons to order materials from C-SPL and pick
them up at the County Library in Asbury.
o The removal of C-SPL restrictions to DBQ County residents, which will
benefit their patrons. (If this resulted in C-SPL subsiding the budget of the
County Library for materials, as has happened in the past, the two
directors would address this and they County would plan to purchase
multiple copies.)
o The County may consider moving to the same operating system as
Carnegie-Stout for a shared database.
o Potential for C-SPL to partner for programming.
o Databases and digital materials would not be included for access or loan.
Henricks will report next month on the financial aspect of this proposal and
provide an update as to the interest level of the Board of Trustees for the
County Library system.
• The Maker Space schedule is on target for completion. The Board
approved a logo brand for the space.

• Three new library assistants have been hired: David Green and Kevin
Mink, who will focus on working in the Maker Space, and Mark Bowers.
Mark was promoted from the position of Clerk and will work in the
Circulation Department. Paula Hardin has joined Library Administration as
a confidential account clerk.
• Henricks announced she had successfully defended her dissertation
through the Library Science Department at Simmons College in Boston.
The Ph.D. is in the "Managerial Leadership in the Information Professions"
program and she researched the impact of adversity on leadership
development among public library leaders.
• The Board approved expenditures since their last meeting.
• The Board approved an addendum to the Personnel Handbook to update
the library's dress code.
• The Board approved background checks to include a credit history for
candidates who would handle money as part of a job.
• The vending machine library remains in storage and final disposition was
tabled. Ideally the machine could be sold to another library, but the
vendor notified Henricks that a maintenance contract would not be
available.
