exceed the following: First Nation-
al Bank, $1,275,000,00; American
Trust and Savings Bank, $1,250;

Section 3, General Miscellaneous Revenues, General
miscellaneous revenues which are collected during the
fiscal year shall be allocated to the funds and purpoaes
as provlded for herein and shall be used for the payment
of the expenses of such funds and purposes in the sums
herein shown.
Section 3, Surplus. Any surplus not specifically al-
located for a definite purpose in the budget shall be and
the same is hereby appropriated and set apart to be
applied as contingencies arise or may be used for such
proper purposes as the Council may determine upon.
Any surplus not specifically distributed in the budget
and remaining in funds created by the levy of special
taxes shall be and the same is hereby appropriated for
any proper purpoae incident to such funds. Nothing
herein contained shall authorize the transfer of funds
realized from special taxes to a fund or purpose for
which any special tax levy has been made, except only
with the approval of the State Comptroller,
Section 4. Delinquent Tax Collections. Delinquent
prior years' tax collections ahall be allocated to the
respective funds most logically including the purpose for
which the tax was levied when and as the same era re-
ceived by the City Treasurer.
Section 5. Diatribution, That the distribution and.
division of the. within appropriations aha]l be made in
accordance with the detanefl distributlon adopted by the
City Council on January 3, 1956, which detailed distribu-
tion is made a part of,thia ordinance by,reference thereto
and shall be so considered in connection with the ex-
penditures of said appropriations.
Section 6. This ordinance shall be in force and effect
Prom and after its final passage,, adoption and approval
by the City Council and publication as provided by law,
and the appropriations herein provided shall' be available
when transferred to their respective funds.

Whereas the contract heretofore

hereinafter described has been
completed and the City Manager
has certified the completion there=
o€ to the City Council and the City
Council has ascertained the cast
thereof and has determined that
$3,495.37 Dollars of the cost there-
of shall be assessed against the
property subject to assessment
therefor; and
Whereas public notice, as pro-
vided by law, has been published
by the City Clerk stating the in-
tention of the City Council to issue
bonds for the purpose of providing
for the payment of the assessed
cost of said impronement and a
public hearing has been held, pur-

thereof and has determined that
$1,184.35 Dollars of the cost there-
of shall be assessed against the

Whereas public notice, as provid-
ed by law, has been published by
the City Clerk stating the inten-
tion of the City Counoil to issue

$1,172.76 Dollars of the cast there-

Whereas public notice, as provid-

Whereas the contract heretofore
entered into by the City of Du-
buque, Iowa, for the improvement
hereinafter .described has been
completed and the City Manager
has certified the completion there-
of to the City Council and the City
Council has ascertained the cost
thereof and has determined that
$3,879,69 Dollars of the cost there-
of shall be assessed against the
property subject to assessment
therefor; and
Whereas. public notice, as pro-
vided by law, has been published
by the City Clerk stating the in-
tention of the City Council to issue
bonds for the purpose of providing
for the payment of the assessed
cost of said improvement and a
public hearing has been held, pur-
suant to such notice and all ob•
jections made thereto have been
considered and determined;
Now Therefore Be It Resolved
by the City Council of the City of
Dubuque:
1. That to provide for the pay-
ment of the assessed cost of the im-
provement of West Thirty Second
Street from the West Property
Line of Lemon Street to the East
Property Line of Fink Street there
shall be issued Street Improve•
ment bonds in the amount of
$3,879.69 Dollars in anticipation of
the deferred payment of assess-
ments levied for such improve-
ment,
2. Such bonds shall be called
Street Improvement bonds; and

3, Said bonds shall bear interest
at the rate of 5 per cent per an•

Whereas, the City Engineer. has
filed his Fihal Schedule of Assess-
ments for the. above improvement
showing a description of each lot
to be assessed, the valuation. of
each lot as heretofore fixed by
the council, and the amount pro-
posed to be assessed against. each
lot; and,
Whereas the City.: Council has
met and considered said Final
Schedule of Assessments;
Now .Therefore Be It Resolved
by the City Council of the City of
Dubuque, Iowa:
Sectioh 1, That the assessments,
as set forth in said schedule are'
hereby confirmed and adopted and
that a special tax be and is here.
by levied on the several lots, and
parts of lots, and parcels of real
estate for the amounts set opposite
each lot or parcel of real estate
all as shown in said schedule,
Section 2. That each of said
assessments in excess of $25.00 is
hereby divided into ten equal an-
nual installments, the first of
which shall ` be due and payable
on 'January 1, 1957 and the suo-
seeding annual installments shall
become respectively due and pay-
able on the first day of January
annually thereafter,
Section 3, That all unpaid install-
ments shall bear interest at the
rate of 5% per annum from De-
cember 12, 1955 and shall be due
and payable in the manner pro-
vided by law, provided however,
any taxpayer may pay his total
assessment in .full without inter-
est within 30 days from the date
that the City Clerk certifies the
schedule of assessments to the
County Auditor as hereinafter pro-
vided,
Section 4, That the City Clerk
is hereby directed to certify the
Engineer's Final Schedule of As-
sessments to the County Auditor
of Dubuque County, Iowa,' and to
publish notice thereof by publica-
tion in the Telegraph Herald news-
paper once each week for two con-

than fifteen days from the date of

Gentlemen:
When it became evident we
would be increasing our parking
metered area, questionnaires wore
sent to twenty-six cities in Iowa,
Illinois and Wisconsin of rover
10,000 population asking for infor-
mation relative to the operation of
parking meters.
In analyzing the' data from the
returned questionnaires there are
17 cities that have automatic me•
tern, 4 cities have manual meters
and 5 cities have both types of me-
teTS.
Of the four cities have manually
operated meters, three like the
meters while one does not. Those
cities having both manual and au-

tomatic meters all indicate a pref-
erence for automatic meters.
The cities that have automatic
meters show that 18 use Park•0-
Meters,' 6 use Duals and 1 Kar
Park, The main cause of mainte•
nonce is bentcoins and the main-
tenance costs are reported lower
than the manual meters.

show 7 using Miller Meters, 1 Red
Ball, l Traffic, l Mica and Dubuque
with Rhodes,
Bids were received on November
22nd For furnishing and installing
Parking Meters in the city, Four
bids were received including two
on automatic and two on manual
meters. A' tabulation of these bids
is attached.
After ' reviewing the bids re-
ceived and the results of our sur-
vey, it is my opinion that the au•
tomatic type meter will best serve
our purpose. This observation is
based on the experience of other
cities in public acceptance.: and
lower maintenance costs, In my
opinion the best bid received-was
that by Park-O-Meter,.
I recommend that the City Coun•
cil authorize the City Manager to
enter into- a contract with .the
Magce-Hale Park-O-Meter Compa-
ny for the purchase of 867 parking
meters at $51.35 each, with the in-
stallation of .335 posts.. at $5.75
each; less trade-in of ; $14,00 on
125 used Mark Time Meters, Addi-
tional posts to be installed at $595
each,
Payment for' the meters will be
at the rate of $2,00 per meter per
month.

Gentlemen:
In order to improve the condi-
tion of Bunker Hill Municipal Golf
Course to accommodate more play-
ers, it has been recommended that
a Golf Course architect prepare a
plan. This would no doubt realign
some of the present hales making
it easier to play without a great
deal of physical exertion,
A plan would be prepared so
that a few changes could be made
each year with any funds avail-
able; With the present golf fee
schedule there is not sufficient
funds available to pay the operat-
ing expense for the golf course
let alone make any improvements,
A meeting was held with repre-
sentatives of the Mens Club, Ladies
Club, Manager Jack Crane and my
self to discuss the golf fee sched-
ule for 1956 and the reason they
should be increased, After study-
ing the rates charged in other
cities and the effect on the rate
increase at Bunker Hill, this group
was favorable to the following
rate schedule which will increase
revenue by $3765,00 making a total'
golf fee income of $16,400.00.

Gentlemen;
The communication of the Board
of Dock Commissioners to-the City
Council was referred to the City
Manager to consult with the Dock
Commission's consulting engineers
relative to additional acreage along
the riverfront.
The engineer's estimate for the
various items of work with the ex-
ception of street construction. are
comparable and we are in agree-
.. ment as to the amounts.
In regard to street construction
the Dock Commission's plan calls
for two 24' lanes of pavement far
Peosta Boulevard while the city's
plan calls for the same width of
pavement with curb and gutter.
The Dock Commission plan calls
for 30' pavement for Hawthorne
Street and streets around the small
boat harbor while the plate of the
City calls for 42' pavement with
curb and gutter- on these streets
and in addition $42,855.00 for fu-
ture streets in the industrial area:
After conferring with the engi-
neers for the Dock Commission it
was felt it would be in the best
interest of the City that curb and
gutter be placed only on the inside
''.lane on Lake Peosta Boulevard a1-
lowing for parking along the shoal-
der and also for future widening.
Streets around the pleasure boat
harbor would be most practical if
built. without curb and gutter so
that parking would be provided at
an angle off these streets.
It was our opinion however, that
Hawthorne Street .should be 42'
wide with curb and gutter with the
exception of the section from Lake
Peosta Boulevard to Rhamberg
Avenue which should be 48' in
width with curb and gutter,
After the elimination of curb and
gutter on these streets, the narrow-
ing of streets mentipned from 42'
to 30' and the elimination of streets
in the industrial area, there would
be a reduction in our estimate of
$113,082.00 and there would 'also
be additional funds. available
through the interest earned on in-
vested money for the bond issue
of approximately $30,000.00,
With this reduction the total es-
timated amount of-the project in-
cluding $188,259.00 for contingen-
cies would be $2,023,852,00. This
$2,023,852,00 can be more than
made up by the reduction of the
industrial area north of 16th Street
where the cost per acre to fill the

present channel is several times
that of the area north. Another fac-
tor in not disturbing the present
Lake Peosta Channel in the vicin-
rty of 16th Street north at least
1200 feet would be a commitment
made by the City Council under
Resolution 554-52 regarding a gift
made tb the City of Dubuque by
the Wahlert Foundation.
The Wahlert Foundation im-
posed certain terms and conditions
which the City accepted relative to
this gift and even though the new
Lake Peosta will afford, as was
planned, far greater recreational
facilities, you certainly do not want
to jeopardize the position of the
Council in accepting this gift or
that of the Wahlert Foundation if
such question were raised,
Providing that the City Council
would declare Lake Peosta Channel
as an extension of present recrea-
tional area that was in the process
of being developed, there is in my
opinion sufficient funds available
to accept-the request of the Dock
Commission in enlarging the indus•
trial area with the exception of a
small .portion of approximately.
three or four acres at the- south
tip.
