Public Works Director John Klostermann is providing information concerning the recent
recognition received by former Public Works Director Don Vogt from the Iowa Society of
Solid Waste Operations.
The Iowa Society of Solid Waste Operations presented its 2016 Outstanding
Professional Achievement Award to former Public Works Director Don Vogt on
October 4 at the Iowa Recycling and Solid Waste Management Conference and Trade
Show in Davenport, Iowa.
Don was recognized by his peers for his outstanding service to the Iowa Solid Waste
Management Industry for managing the City of Dubuque's collection programs and the
Dubuque Metropolitan Solid Waste Agency.

Professional Achievement Award to former Public Works Director Don Vogt on October
4 at the Iowa Recycling and Solid Waste Management Conference and Trade Show in
Davenport, Iowa.
His peers recognized Don for his outstanding service to the Iowa Solid Waste
Management Industry for managing the City of Dubuque's collection programs and the
Dubuque Metropolitan Solid Waste Agency (DMASWA).

Vogt Recognized for Outstanding Professional Achievement Award
The Iowa Society of Solid Waste Operations (ISOSWO) presented its 2016 Outstanding
Professional Achievement Award to former City of Dubuque Public Works Director Don
Vogt on October 4 at the Iowa Recycling and Solid Waste Management Conference and
Trade Show in Davenport. Vogt retired in April 2016 after more than 40 years with the
City of Dubuque.
Vogt was recognized for his outstanding service to the Iowa Solid Waste Management
Industry for managing the City of Dubuque's collection programs and the Dubuque
Metropolitan Solid Waste Agency (DMASWA). He was instrumental in many policy and
management changes related to the City's curbside collection program, including the
design and start-up of its recycling, large item, yard debris, and food residual collection
services.
"Don's leadership and innovation has built a great team in the City of Dubuque's Public
Works Department to meet the area's solid waste and recyclables management needs,"
stated City of Dubuque City Manager Mike Van Milligen.
A large part of Vogt's time was spent as the primary administrator for the DMASWA
where he managed the construction of six landfill cell expansion projects, established a
landfill ban on electronics, and was instrumental in the establishment of a permanent
hazardous waste collection program. Vogt served as part of the core team for the
Agency's Environmental Management System since the program began in 2009. He
also was instrumental in the development of tire recycling, household hazardous

material (HHM) management, and electronic recycling programs in the DMASWA
service area.
In addition to Vogt's service to the City of Dubuque, he has been a member of the Solid
Waste Association of North America (SWANA) and the ISOSWO since 1993. He served
on the ISOSWO Board of Directors from 2002-2010. He also served as co-chair for the
Iowa Recycling and Solid Waste Conference for several years.
Vogt joined the City of Dubuque in 1975 as the assistant street superintendent after
earning a bachelor's degree in business from Loras College and an MBA in industrial
relations from the University of Iowa. He was promoted to the City's operations and
maintenance division manager in 1990. The Operations and Maintenance Division
became the Public Works Department and Vogt was appointed public works director in
2006.
The Iowa Society of Solid Waste Operations (ISOSWO) is a statewide organization
whose members are directly involved in solid waste management issues. It works to
educate its members, elected officials and the public on cost effective and
environmentally sound solid waste management. Members include public and private
sector employees, along with consultants, engineers, planners, regulators and local
elected officials. ISOSWO is the state chapter of the Solid Waste Association of North
America.
