Completion of the Southwest Arterial(U.S.52) will significantly improve the safety on these corridors by rerouting commercial freight traffic. Once vehicles are traveling on the Southwest Arterial(U.S.52), assuming a 30% reduction in accidents, this will result in approximately $30 million in savings from 2020 to 2030 and around $3 million annually from there on. ECONOMIC IMPACT Following the completion of the Southwest Arterial(U.S. 52) in2019,theEconomic Impact Analysis project has the potential to generate$80 million in property taxes,$1.67 2020_2030 billion in economic output,$653 million in labor income,and$1.02 billion Pr in value added from 2021-2030.The Southwest Arterial(U.S.52)will also annually generate$135 million in state and local taxes and $130 million Safety Impacts $29.8 million in federal tax from new economic development,as well as save$30 Employment Impacts $1.67 billion million for the 10-year period.This project will also generate$16 million _ New Housing Impacts $80 million in property tax,$304 million in economic output, $24 million in state and State/Local Tax Impacts $135 million local taxes,and$24 million in federal taxes due to economic development, in addition to$3 million in safety savings from 2030 onwards. Interchange $30 million Based on availability of future funding Completed 4-Lane Freeway Total $189 million TBA COSTS & FUNDING The estimated total cost for the four lane highway grading,construction of the bridges and interchanges,and the paving of a two-lane highway from U.S.61/151 to U.S.20 is$159 million. The Iowa Department of Transportation (DOT) has committed$115 million toward the construction of a preliminary two-lane highway. This phase is under construction and is scheduled to be completed and open for traffic in 2019. The City of Dubuque has acquired $32.9 million in federal funds and will contribute an additional$7.9 million in local funds,along with $3.6 Funding Sources from Dubuque Countytocomplete the preliminary two-lane highway. Co •:- • • - • Spring 2017 _ w Memorandum of Understanding between the State of Iowa and the City of Dubuque Once the four-lane Southwest Arterial(U.S. 52) is completed and open to traffic, the Iowa DOT and City of Dubuque, in joint cooperation, will transfer the jurisdiction of the Southwest Arterial(U.S. 52) from the City to the State of Iowa in exchange for the Transfer of Jurisdiction of the Northwest Arterial(lowa 32), and portions of existing U.S. 52/Iowa 3 from the Iowa 32/John Deere Road intersection to the intersection of U.S. 61 in downtown Dubuque, from the State to the City.
