The decrease was due to not needing to use a special waste disposal bid item in the amount of $60,000 and reduced quantities on special backfill ($32,400 savings). Also, there were several fitting that were not used that were originally estimated ($44,637 savings), and various other bid items. BACKGROUND The City coordinated with Dubuque County's reconstruction of Key West Drive to have water main extended to Military Road from Maquoketa Drive. The County's scope of the project was to reconstruct Key West Drive from Kremer Park Drive to US 151/61. The City's portion of the project was the installation of watermain and associated private services from Maquoketa Drive to Military Road. Additionally, the City resurfaced Key West Drive from Maquoketa Drive to Kremer Park Drive, which is within the city limits. The project coordination with the County presented an opportunity to partner with them; as the road was under construction, a City water main could be constructed from Maquoketa Drive to Military Road along the same corridor which will service both the Twin Ridge Water System and the Southwest Arterial. The City and Dubuque County approved a 28E agreement for the project on April 11, 2016. DISCUSSION The Key West Drive Water Main Extension Project was completed by Top Grade Excavating, Inc., of Farley, Iowa, in the final contract amount of $689,730.15 which is a 19.5 % decrease from the original contract amount of $856,909.33. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the contract amount of $689,730.15 to Top Grade Excavating, Inc., for the Key West Drive Water Main Extension Project. Doeden, Civil Engineer RESOLUTION NO. 368-16 ACCEPTING THE KEY WEST DRIVE WATER MAIN EXTENSION PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Key West Drive Water Main Extension (the Project) has been completed by the Contractor, Top Grade Excavating, Inc. (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $689,730.15; WHEREAS, the Contractor has previously been paid $655,243.64, leaving a balance of $34,486.51; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $34,486.51 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
