Minutes_Long Range Planning Advisory Commission 10 19 26 xrrs crrc osDD [��IJ`Il,Ilp5InI4J Mas�ere n the Mississippi 1IIII D�(�JIJ (] MINUTES CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION REGULAR SESSION 5:30 p.m. Wednesday, October 19, 2016 Room 250, Historic Federal Building Commissioners Present: Chairperson Chad Darter; Commissioners Ronald Collins, Michael Wright, Alan Vincent, and Charlie Winterwood. Commissioners Excused: John Pregler and Mark Dolson. Commissioners Unexcused: None. Staff Members Present: Laura Carstens, David Johnson, Ose Akinlotan, Jill Connors, Maureen Quarm and Crenna Brumwell. CALL TO ORDER: The meeting was called to order by Chairperson Darter at 5:35 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Winterwood, seconded by Vincent, to approve the minutes of August 17, 2016 as submitted. Motion carried by the following vote: Aye — Vincent, Darter, and Winterwood; Nay — None. Abstain: Wright and Collins. ACTION ITEMS Amended English Ridge Housing Urban Renewal Area: Staff Member Connors presented the Amended English Ridge Housing Urban Renewal Area. She reviewed the location of the housing urban renewal district. She noted the amendment will allow for public improvements along the right-of-way including water utility improvements. Motion by Collins, seconded by Wright, to approve the Amended English Ridge Housing Urban Renewal Area as submitted. Motion carried by the following vote: Aye — Vincent, Wright, Collins, Darter, and Winterwood; Nay — None. Amended Greater Downtown Urban Renewal District: Staff Member Connors presented the requested amendment. She reviewed the areas being added to the Greater Downtown Urban Renewal District (GDDURD). Minutes — Long Range Planning Advisory Commission Page 2 October 19, 2016 Motion by Winterwood, seconded by Vincent, to recommend approval of the Amended Greater Downtown Urban Renewal District as submitted. Motion carried by the following vote: Aye — Vincent, Wright, Collins, Darter, and Winterwood; Nay — None. 2017 Comprehensive Plan - Teska & Associates Presentation: Teska Associates Project Manager Mike Hoffman reviewed Imagine Dubuque and progress to date. He reviewed the engagement events past and planned. Mr. Hoffman reviewed common themes and ideas that are being heard. Mr. Hoffman reviewed past exercises with the Long Range Planning Advisory Commission. He reviewed opportunities and threats residents have identified within the context of sustainability and equity. Mr. Hoffman reviewed the exercises and input from Leadership Team as well as the focus group exercises with high school students. Commissioners Winterwood, Darter, and Wright stated they will attend the October 25th workshop. Commissioner Winterwood requested a promotional poster and 20 Imagine Dubuque cards. Assignment: Mr. Hoffman followed-up with Commissioners on their homework assignment and encouraged them to help promote Imagine Dubuque and participate in the process. Staff reviewed engagement opportunities throughout the community. ITEMS FROM PUBLIC: None. ITEMS FROM COMMISSION: None. ITEMS FROM STAFF: Staff Member Carstens explained October in National Community Planning Month. She stated City Council read a proclamation that she accepted and City Council was very complimentary of the Commission and the new comprehensive plan process. Staff Member Carstens noted the Upper Midwest Planning conference will be in Dubuque next year. She invited Commissioners to serve on an event planning committee. ADJOURNMENT: Motion by Vincent, seconded by Winterwood, to adjourn the October 19, 2016 Long Range Planning Advisory Commission meeting.
