Minutes_Mechanicl and Plumbing Board 10 20 16 MINUTES OF MEETING MECHANICAL BOARD DATE: Thursday October 20th, 2016 TIME: 16:00 P.M. PLACE: Conference Room A, City Hall, Dubuque, IA. CHAIR: Dave Grothe MEMBERS PRESENT: Corey Valaskey, Gary Hillard, Jack Papin, Dave Grothe, Dan Hillary, Tom Giese and Ron Billmeyer MEMBERS ABSENT: None STAFF: Tom Reed, Jason Morning MEDIA: None OTHERS: None Meeting called to order Dave Grothe at 16:00 P.M. Jack Papin was sworn in by Dave Grothe. Dave Grothe read the minutes from the last meeting. A motion was made to except minutes as read by Jack Papin seconded by Tom Giese, motion passed 7-0. Discussion was held on the State of Iowa Plumbing Code and the City of Dubuque adopted International Plumbing Code. Jason Morning provided information to give the board information about the plumbing codes. The State of Iowa and representatives of IAPMO are in the process of trying to get everybody in the state under the same plumbing code which is a combination of both the UPC and IPC. Jason provided information on which municipalities had adopted what plumbing code. A copy of a petition dated August 1", 2016,to the State Plumbing Board by Brian Rodgers (IAPMO) requesting that all municipalities should be under the same plumbing code was provided. The State Board shut that down (Agency Case No. DO 16-01) because of procedural reasons, Jason stated that the State Plumbing Code is a combination of the UPC and the IPC. The board members asked two questions,the first question was inquiring about any differences between the UPC and IPC, and the neat question asked if the IPC was written based on information taken out of the UPC. Jason stated that Safety wise the Codes are no different, performance wise they both are subject to the laws of physics and there are two ways of saying pretty much the same thing. Jack Papin asked are the materials similar in each code, and the answer was yes. Also mentioned was the International fuel gas code would be dismissed for the National Fuel Gas Code. Home Rule is what a lot of jurisdictions have done and some have adopted the International Codes across the board. Discussion was held on the scheduling of future Mechanical and Plumbing Board meetings. Ron Billmeyer made a Motion to have a scheduled Board meeting a minimum of once a year in the 3`d week of October. It was seconded by Jack Papin; motion passed 6 yeas 1 Abstained. Neat scheduled board meeting to be in the 3`d week of October 2017. Tom Giese made a motion to adjourn, Ron Billmeyer seconded. Meeting adjourned at 4:23. Thomas P.
