the regular monthly meeting of the
City Council far the purpose of
acting upon such business as may
properly came before the meeting.

Subject: Tressa Street Sew-
er Assessment
Honorable Mayor and Council:
I wish to herewith call attention
to assessment levied against my
property for the above as dis-
cussed with Manager Schiltz Fr•
day June 29, 1956. In early dis-
cussions of this project I pointed
out that my residence was:
1. The most highly assessed
property in the proposed line.
2. The only property which the
proposed sewer would not fully
serve because the grade was above
my basement level.
3. I would therefore be forced
to continue operation of my pres-
ent septic tank and drain f o r
basement level run-off.
These facts were recognized by
all concerned and in discussion that
followed a reduction in assess-
ment was provided_to compensate
for these deficiencies. My point of
controversy is that it was my un-
derstanding the assessment would
be reduced by 50 per cent, Other
neighbors report hearing the same
understanding. Now with assess-
ments specified, I find the reduc-
tion is only 30 per cent. On this
basis I still have the highest as-
sessment on the line.
I therefore respectfully u r g e
council action to provide adjust-
ment to the 50 per cent of speci-
fied rate as discussed in council
meeting,

Mr. L. L; McNeil addressed the
Council and stated that his letter
just read speaks for itself, Mr,
Wm. Kelly addressed the Council
stating that be was rather con-
fused as to .how the .City arrived
at his amount of assessment, He
was of the opinion that the assess-
ment was made on a foot frontage
basis, City Manager Schiltz ex-
plained to him that the assess-
ment is made on the basis of aver-
age footage between the front and
rear of the property.
Councilman Schueller moved
that the request of Mr, McNeil
be granted if it was the under-
standing at the time the construc-
tion of the sewer was under con-
sideration. Seconded by Council-
man Dove. Carried by the follow-
ing vote:

Tressa, Dinsney Street Sanitary
Sewer:
Whereas the contract heretofore
entered into by the City tlf Du-
buque, Iowa, for the improvement
hereinafter described leas bee n
completed and the City Manager
has certified the completion there-
of Co the City Council and the City
Council has ascertained the cost
thereof and has determined that
$9,462,07 Dollars of the cast there-
of shall be assessed against the
property subject to assessment
therefor; and
Whereas public notice, as previd-
ed by law, has been published by
the City CIerk stating the intention
of the City Council to issue bonds
for the purpose tlf providing for
the payment of the assessed cost
of said improvement and a public
hearing has been field, pursuant to
such notice and all objections
made thereto have been consider-
ed and determined,
NOW THEREFORE BE IT RE-

Sewer Bond
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of ,
or at any time before that date,
at the option of the City of Du-
buque, the sum of Five Hundred
dollars with interest thereon at the
rate of 5 per cent per annum, pay-
able semi-annually,_on the presen-
tation and surrender of the inter-
est coupons hereto attached, Both
principal and interest of this bond
are payable at the office of the
City Treasurer in the City of Du-
buque, in the State of Iowa. This
bond is issued by the City of Du-
buqueunder and by virtue of Chap-
ter 396 of the 1954 Code of Iowa, as
amended, and the Resolution of
said City duly passed on the 2nd
day of July, 1956, being Resolution
No, 150-56.
This bond is one of a series of 19
bonds, 18 for $500,00 numbered
from 688 to 705 inclusive, and one
for $462.07 numbered 706 all of like
tenor and date, and issued for the
purpose of paying the cost of the
Esther, Tressa, Dinsney s t r e e t
Sanitary Sewer as described in
said Resolution, in said City, which
cost is payable by the abutting and
adjacent property along said im-
provements and is made by law a
lien on all of said property, It is
payable only out of the special as-
sessment Fund No, 1191 created by
the collection of said special tax,
and said fund can be used for no
other purpose,
It is hereby certified and recited
that all the acts, conditions and
things required to be done, prece-
dent to and in issuing this series of
bonds, have been done, happened,
and performed, in regular and due
form, as required by law and said
Resolution, and for the assessment;
collection and payment hereon of
said special tax, the full faith and
diligence of said City of Dubuque
are hereby irrevocably pledged.
In Testimony Whereof the City
of Dubuque by its Council has caus-
ed this bond to be signed by its
Mayor and countersigned by its
City Clerk and the Seal of said
City to be thereto affixed, this

Lot Revenue Bonds and approving
and authorizing the agreement of
such sale and award,
WHEREAS notice of sale ' of
$385,000 Parking Lot Revenue
Bonds of the City of D u b u q u e,
Iowa, was heretofore given in
strict compliance with the provi-
sions of Chapter 75 of the Code of
Iowa by publication of notice for
two or more successive weeks in
a newspaper published and having
a general circulation in Dubuque
County, Iowa: and
WHEREAS at the time and p15ce
specified in said published notice
this City Council met on June 18,
1956, for the receipt of bids for said
bonds; and
WHEREAS sealed bids which
had been received were placed on
file after which open bids were
called for and received and there-
after the sealed bids were. opened

best bid received was that submit-
ted by Quail & Co,, Inc. and Asso-
ciates, consisting of par and ac-
crued interest plus a premium Of
$ None with the bonds maturing in
the years 195$ to 1968, inclusive,
bearing interest at the rate of
Three and Six Tenths per e e n t
(3.6 per cent) per annum, a n d
the bonds maturing in the years
1967 to 1976, inclusive bearing in=

heretofore determined that public
convenience and necessity will be
served by the establishment and ac-
quition of certain improved munici-
pal parking lots in said City as here-
inafter described; and
Whereas in furtherance thereof it
has been determined and it is hereby
determined that it is necessary that

Chapter 390 of the Code of Iowa, as
amended, said City has heretofore
installed parking meters upon the
streets of said City and established
regulations far their use in order to
properly regulate and control motor
vehicular traffic upon the stre@ta
within said City; and
Whereas traffio conditions upon the
streets pP said City are suah as to
necessitate and require for the pub-
lic benefit, safety and convenience
oP said City and its inhabitants that
the improved parking lots herein-
before described be acquired, main-
tained and operated by said City in
order that motor vehicular traffic
congestion upon the streets of said
City be alleviated and properly con-
trolled; and
Whereas the cost of acquiring said
parking lots exceeds $385,000 and as
authorized under the provisions of
Section 390.9 of the Code of Iowa,
1964, as amended, it is necessary that
revenue bonds of said City be issued
fo pay such cost to the amount of
$38b,000; and
Whereas a notice of the intention
of this Council to take action for the
issuance of $385,000 Parking Lot Rev-
enue Bonds of said City has hereto-
fore been duly published and no peti-
tjon setting forth objections to such
proposed action has been Piled in the
office of the City Clerk;
Now, therefore, be it ordained by
the City Council of the City of Du-
buque, Iowa, as follows:
Section i. That for the purpose of
defraying the cost of acquiring im.
proved municipal parking lots for the
off-street parking of motor vehicles
in said City as described in the pre-
amble hereof there be and there
are hereby authorized to be issued the
negotiable interest bearing revenue
bonds of said City of Dubuque, in the
principal amount of $385,OOQ each of
which shall be known and designated
as a "Parking Lot Revenue Bond",
bearing date of June 1, 1956, numbered
1 to 385, inclusive; of the denomina-
tion of $1000 each. Bonds numbered 1
to 136, inclusive, shall bear interest
from date thereof at the rate of

Section 3. That said bonds shall

Section 4. That upon the issuance
of the bonds hereby authorized and
thereafter so long as any of said
bonds or any additional bonds rank-
ing on a parity therewith are out-
stauding the said improved muni-
cipal parking lots shall be operated
as a revehue producing undertaking.
The rates charged by the City of
Dubuque, Iowa, for the use of and
services furnished by said parking
lots shall be such reasonable rates

operation and maintenance of said
lots and the principal of and inter-
est on the bonds herein authorized
as they mature. From and after the
issuance. of the bonds hereby auth-
orized, the income and revenues of
said improved municipal parking lots
shall be set aside into a separate

be included as a part of the revenues
to be deposited in said "Parking
Lot Revenue Bond Sinking Fund"
such portion of the revenues derived
from the operation of street line
parking meters in said City not re-
quired for the payment of (1) the
cost of acquisition and installation oP
meters purchased, (2) the cost of
maintenance and repair of meters,
the collection of meter taxes, and
the enforcement of traffic laws in
the parlting meter district, and (3)
the purchase and installation costs of
other parlting or traffic control de-
vices installed on such portions of
streets as are equipped with parlting
meters, as will be sufficient to assure
that the fcllotving prescribed pay-
ments are made each month into
said "Parking Lot Revenue Bond
Sinking Fund", The City of Dubuque
hereby covenants and agrees that
commencing July 1, 1856, there shall
be set aside into said Parking Lot
Revenue Bond Sinking Fund from
the aforesaid parking lot and meter
revenues the sum oP $2500 each month
until June 1 1987, and that thereafter
there shall be set aside into said
Sinking Fund each month from said
net revenues a sum equal to one-
twelfth of the principal of all bonds
maturing on the next sueoesding June
1 plus a sum equal to one sixth of
the interest beoonting due on the
next succeeding interest payment date
until such time as all of the bonds
herein authorized have been paid in
full as to both principal and interest
or funds sufficient for that purpose
have been aoctmtulated in said Sinking
Fond and set aside and pledged fm•
that purpose. None of the funds here-
inbefore required to be paid into said
"Parking Lot Revenue Bond Sinking
Fund" shall be used for the purpose
of calling and redeeming- bmtds prior
to maturity.
Whenever additional bonds ranking
on a parity with the bonds herebv

tions and the restrictions' hereinafter

deposits exceeding $10,000 in any
one bank shall be continuously se-
cured. by a valid pledge of direct obli-
gations of the IInited States Govern-
ment having an equivalent market
value or may be invested in direct
obligations of the United States
Government; provided, however,
that sale shall be made of a sufficient
amount of such obligations in the
event that it shall prove necessary
to draw upon said reserve so invest-
ed.
Any balance of the net revenues
of said improved municipal parking
lots and available streetline meter
revenues in excess of the pay-
ments hereinbefore specified to be
made into said Parking Lot Revenue
Bond Sinking Fund shall be avail-
able to the City as the Council may
from time to time direct, and when-
ever and so long as the amount in
said sinking hmd is equal to the en-
tire amount of the interest and prin-
cipal that will become due on all of
the bonds outstanding, then no fur-
ther payments need be made into
said sinking fund.
Section 5. That the City of Du-
buque hereby covenants and agrees
with the holder or holders of said
bonds, and any of them that may
from time to time be outstanding,
that it will faithfully and punctually
perform all duties with reference to
said parking lots and parking meters
required and provided by the Con-
stitution and Laws of the State of
Iowa and will segregate the reve-
nues of said parking lots and park-
ing meters and make application
thereof in accordance with the pro-
visions of this ordinance.
Section 6. The bonds hereby auth-
orized and from time to time out.

as gross revenues less reasonable ex-
penses of operation, maintenance and
repair of said improved municipal
parking lots, which shall include,
without limiting the generality of the
foregoing, salaries, wages, cost of
materials and supplies, purchase of
power for lighting, insurance and all
other incidental expenses, but shall
not include allowance for depreciation
in the value of physical properties.
Section 7. That for the further se-
curity of the bonds herein authorized
and the coupons thereto attached,

(b) That the City will not sell,

longer useful or Profitable in the
operation of said lots. The proceeds
from the sale of any of said property
shall be deposited in the Parking
Lot Revenue Rond Sinking Fund and
used solely and only for the redemp-
tion of bonds.
Section 10. The provisions of this
ordinance shall constitute a emttract
between the City of Dubuque and the
holders of the bonds herein author-
ized to be issued as may from time
to time be outstanding and after the
issuance of any of said bands no
change, variation or alternation of
any kind of provisions of this ordi-
nance shall be made untll all of
said bonds issued hereunder and in-
terest thereon shall have been paid
in full.
Section 11 If any section, para-
graph, clause or provision of this
ordinance shall be held Invalid, such
invalidity shall not affect any of the
remaining provisions hereof, and this
ordinance shall become effective im.
mediate]y upon its passage and ap-
proval.
Section 12. That al] ordinances, re-
solutions or orders, or parts thereof
in conflict herewith, be and the same
are hereby repealed to the extent of
such conflict.

shall, during the month of April of

shall issue to such persona registra-
tion tag, plate or other means of
identification. Said .registration plate
shall at all times be securely

is issued so that the said plate
shall be readable at a distance of
at least seventy-five (76) feet from
the rear thereof. There shall be paid

Whereas, on March 10, 1924, the

enacted an ordinance designated as
"Special Ordinance," granting to Carr,
Ryder & Adams Company, Dubuque,
Iowa, permission to, among other
things, construct and maintain aone-
story bridge of .steel construction
across Washington Street, connecting
the buildings owned and controlled by
said company; and
Whereas, Carr, Adams & Collier
Company, as successor to said Carr,
Ryder & Adams Company, has peti-
tioned the City Council for permis-
sion to add a second, fourth and fifth
floor additions to said bridge and has
submitted plans for said construction
which have been approved by the City
Manager,
Now, therefore, be it ordained by
the City Council of the City oP Du-
buque:
Section 1. That Section 3 of said
Special Ordinance be and the same
is hereby repealed and the following
enacted in lieu thereof:
"Section 3. It is further authorized
and permitted to' construct a two-
story bridge of steel construction
across Tenth' Street and a four-
story bridge of steel construction
across Washington Street between
Tenth and Eleventh Streets, thereby
connecting the buildings owned, op-
erated and controlled by said com-
pany with said structures;"
Section 2. That said Special Ordi-
nance be and the same is hereby
amended by adding a new Section 6A
thereto as follows:
"Section 6A-That any construction
or alterations done under the author-
ity of this Ordinance shall only be
accomplished in accordance with plans
approved by and under the super-
vision of the City Manager;'
Section 3. That said special ordi-
nance be and the same is hereby
amended by adding a new Section 6B
thereto as follows:
"Section 6B-As a further consider-
ation for the permission herein
granted the permittee herein, fts suc-
cessors and assigns shall assume all
liability for damages to persons or
property which may result from the
construction or maintenance of the
structures herein permitted, and said
permittee, its successors or .assigns,
at its own expense, agrees to de-
fend any and all claims and actions
which may be brought against the
City because of or in connection with
the structures herein authorized, and
should the City be required to pay
any amount in damages because of
such structures, or anything connect-
ed therewith, the permittee, its suc-
cessors or assigns, agrees to reim-
burse the City therefor, and to hold
the City harmless from any such
damage;"
Section 4, This Ordinance shall be
in full force and effect from and after
its final passage, adoption and pub-
lication as bylaw provided.

Gentlemen;
Since October, 1955, we hav e
tried to get approval from the Civ-
il Defense Administration to par-
ticipate in the installation of radio
equipment in public works vehicles
in the City of Dubuque.
With the Water Department us-
ing the Police and Fire radio sys-
tem they are not able to get the
full advantage of the radio com-
munication except in case of emer-
gency Because of the use by the
Police and Fire Department, all
water department vehicles will use
the new radio equipment as will
the street department, engineer-
ing department and some of the in-
spectors,
It is the feeling of department
heads that radio communication
will increase the efficiency of their
operations and save the cost many
times over in trying to locate vehi-
cles or wait until they return to
the garage or office.
The total cost of installation is
$13,599.39 of which the Federal
Government will make a grant of
$6;799.69 or 50 per cent of the total
cost,
I recommend that the City Coun•
cil approve the acceptance of this
grant and that the City Manager
be authorized ~to ask for bids for
the purchase of this equipment,

lic health activities of the City up-
on the advice and investigation of
the State Public Health Depart-.
ment and the city public health di-

The services performed by the
Dubuque Visiting Nurse Associa-
tion, while of a public health na•
tore, have not been included in the'!
public health program because it
was felt that they were properly
taken care of through private agen-I
ties. If any of these services pro-,
vided by the private agencies are
discontinued, the City would then
have to evaluate whether or not'.

that the original letter sent to the
Council, which was read at a pre-
vious meeting, be re-read. C i t y
Manager Schiltz re-read the origi-
nal request letter. Mrs. Harmon,
Mrs, M. Riggs, Mrs. Leonard, all
delegates from the V.N.A, addres-
sed the Council stating that # h e
V,N.A, provides health supervision
of infants and pre-school children,
The City takes over when children
reach school age, They were of the
opinion that there is a responsibl-
ilty to all sections and age groups
of the City when it comes to health
and no one should be neglected. In
other words their agency provides
the care and supervision before
and after the school age period,
which is at a time when the City
Health department is not in the
picture. The fact that. the C i t y
Health department regularly in-
cludes the VNA report in its
monthly report is proof that the
City is counting on these services
as a supplement to the City Health
Department, The City has furnish-
ed office space to the VNA for the
last twenty-seven years and the
delegation felt tfiat it could result
in the severing of relations if the
request is not granted but it defi-
nitely should not be looked upon
as a contribution. Councilman Dove
was of the opinion that it is pos-
sible that in granting aid on the
grounds of taxes and helping pri-
vate groups, we would never be
able to stop. the practice, Council-

LETTER REPORT
ON
CITY ISLAND WELL FIELD.
Dear Mr, Hail:
This letter will serve to summa-
rize the conclusions drawn from
an analysis of the water-level and
pumping -rate measurements ob-
tained in the City Tsland Well Field
area during the course of construc-
tion and testing, Measurements of
water-level were made during high
and low river stages and during pe-
riods of pumping when flow rates
as high as 4.5 mgd were obtained
from each well. All of these mea-
surements have been tabulated, ah-
alyzed and .evaluated. The objec-
tive of the work has been to
predict operating conditions under
various rates of ground water with-
drawal and to determine interfer-
ence effects.
Present water demand averages
approximately 5 mgd. At such an
annual operating rate the water
level elevation in the producing
wells will average approximately
586 feet m,s.l. (present land sur-
face elevation in the well field area
is 611 feet and the river elevation
is about 592 feet).
The presently planned pump ca-
pacity. is 12 mgd. Under such an

average pumping rate the water
level elevation in the producing
wells will average approximately
580 feet. Under severe river condi-
tions: low temperature and a river
stage of two feet below normal, the
12 mgd pumping rate will result in
the following pumping level eleva-
tions: Well C-2: 570 feet; Well C-
3; 576 feet; Well C-4:580 feet;
Well C-5: 579 feet, This is. an un-
usual distribution of pumping lev-
els which is attributable to geelog•
is conditions, inasmuch as normal-
ly one would expect to find the
lowest water levels in the center
of the well field,
Should the demand increase be-
yond the presently programmed
pump capacity there are two fea-
sible methods of increasing t h e
supply: additional wells can be
drilled or the existing wells can
be pumped at higher rates. The
results of analyzing the measure-
ments of water level etc, indicate
that it is reasonable to meet an
increase in demand initially with-
out new construction, P l a n n e d
changes in the pump capacity will
accomplish the desired r e s u l t s
without additional capital cost. The
well-construction specifications an-
field production by drilling addi-
tional wells. In accord with accept-
ed water works practise this point
would be reached when the aver-
age annual water demand ap-
proaches 10,000 gpm (14,4 mgd).
The information .recorded during
construction and testing, combined
with several years of operating
experience, will provide a design
basis for the new wells as regards
screen selection and well spacing,

cafe that with only minor redevel-
opment .each well can be made to
produce 3500 gpm without danger
of incrustation; However at well
C-2 the high screen setting makes
it undesirable to pump at a rate
of more than 3000 gpm if the other
wells are operated to produce 3500
gpm each. Thus a total of 12,000
gpm can be obtained merely by
changing pumps in the wells and
with a little redevelopment t h i s
can be increased to 13,500 gpm
(19.5 mgd) before additional wells
:are needed.
The City of Dubuque should b,e
well satisfied with the quality of
the construction work performed
by the Thorpe Well Company. The
wells are among the most produc-
tive and efficient wells of which
the writer has personal knowledge,

crease in water demand occurs, it
may be desirable to expand well-

Council skating that the Gas Com-
pany is still operating at a loss,
The operating loss for 1955 was
$76,840. This is the second year
that the company showed a loss
on the basis of return of $2,580,705.
He further stated that there is no
immediate relief in .sight from
high rates, but he was hopeful that
there would not be a deficit.. in
1956, Mayor Welu asked Mr, Spur-
rier whether or not he could see
any relief in sight for the users
under "schedule one" of the local
rate schedule, which concerns
mostly users who heat their
homes with gas. Mr; Spurrier re-
plied that there would be no relief
for this class of users utptil 1957,
since the service to small users
costs as much, if not more, than
to the larger ones, which would
only mean that the difference
would have to be compensated for
somewhere else. Mr, Spurrier was
of the opinion that if you con-
sider .dollars and ,cents invested
and dollars and cents in service
the present rates are not out of
line. Figures ' in the statement
showed that North Central had to
buy 847,685 million .cubic feet of
gas in 1955 but was only able to
sell 778,553 million cubic feet,
which shows an improvement ov-
er the preceding year, Councilman
Kintzinger moved that the. report
of the North Central Public Serv-
ice be received and filed and that
a copy thereof be sent to the en-
giueering firm of Laramore and
Douglass for their study and in-
vestigation and their recommenda-

That Cecelia G. Poinsett; as own-
er of the property known as 29 and
31 East 15th Street in the City of
Dubuque be and she is hereby
granted permission to construct
entrance steps on the sidewalk in
front of said property extending no
mare than 32 inches from the front
of the building, subject to the fol-
lowing terms and conditions:
(a) That said construction be
done in accordance with plans ap-
proved by and under the supervi-
sion of the City Manager;
(b) That the petitioner file with
the City Clerk and maintain in
force at all times, a policy of lia-
bility insurance in such amount
and such form as the City Man-
ager may approve, insuring the
property owner and the City of Du-
buque from any liability arising out
of the maintenance of said steps on
the public sidewalk;
(c) That the property owner a-
gree to remove said steps at the
property owner's expense, at any
time that the permission herein
granted shall, for any cause, be re-
voked by the City Council;
(d) That the property owner ex-
ecute, within thirty days from the
date of the adoption of this Resolu-
tion her written acceptance, ac-
cepting the terms and conditions
herein set out.

Mr, A1vin~H. Pfohl addressed the
Council relative to the noise, dust
and smell coming from Carr, Ad-
ams & Collier Company plant. He
stated that the Carr, Adams & Col-
lier Co. did make some effort to
correct the noise situation in the
area, but the effort has been only
experimental and has proven to be
very futile, He seemed to be of the
opinion that Carr, Adams & Col-
lier Company should employ some
competent sound engineers to cor-
rect the situation, City Manager
Schiltz stated that some of the con-
ditions are inevitable in industrial
areas and firmly believes that the
company is making an honest ef-
fort to improve matters.
Mr. Earl Bock of 2131 Heeb
street addressed the Council rela-
tive to the detour now being used.
for' trucks coming into the City
from the Sautb. He"was of the opin-
ion that Southern avenue'should be
used rather than Grandview 'and
Bryant streetk: It was mentioned
by the City Manager that Southern
avenue had. just been paved while
Grandview avenue is some thirty
years old and due for re-surfacing.
Chief Callahan replied that the de•
tour route was chosen by the State
Highway Commission,
Mr. Joseph Kelly of 1970 Asbury
street and Art Lindecker of 2196
Clarke Drive addressed the council
relative to the dust nuisance creat-
ed by using the alley in the rear
of their homes for a detour, caus-
ed on account of grading on Clarke
Drive. They also complained that
about seventy five per cent of the
traffic moving out of Bunker Hill
use the alley for a through street.
Councilman Kintzinger moved that

Gentlemen:
The request of the Dubuque Vis-
iting Nurse Association that the
City appropriate $3600,00 for the
public health services that they
perform has been reviewed by the
City Health Director, City Man-
ager and City Council,
The responsibility for perform-
ing public health services rests
with the City and not with private
agencies, Any service that is per-
formed by a private agency is sup-
plemental to that required by a
City.
I have asked the Public Health
Director if the department could
perform the legal necessary pub-
lic health functions that the Visit-
ing Nurse Association is now pro-
viding. I am attaching Dr. En-
tringer's letter stating that the
City could perform these neces-
sary services without an increase
in our present budget.
I therefore recommend that no
appropriation to the Visiting Nurse
Association as there would be a
duplication o f the services per-
formed.

Gentlemen;
In accordance with the provisi-
ons of law I have prepared an an-
nual budget for the fiscal year be-
ginning January 1, 1957 and ending
December 31, 1957, based upon the
estimated income and expenses of
the various departments in the
City of Dubuque,
This budget has been carefully
prepared taking into consideration
the requests of the various boards
and commissions and also the city
departments.
Tho expenditures in this years
budget will enable the city to per-
form the same high level of serv
ice that they are now doing and al•
so provide an overall° wage adjust-
ment which will amount to approxi-
mately five per cent of the total
payroll, This wage adjustment con•
sists of a blanket percentage in•
crease in pay along with a longe-
vity pay. The longevity pay will
reward those employed by the City
far a long time and have not been
promoted due to circumstances be-
yong their control.
This plan will be worked out and
submitted for your approval prior
to Janary 1,1957.
The tax rate for 1957 is based
upon the valuation of $53,766,840,00
and amounts to 35.8061 mills. This
compares with a 36.3710 mill rate
for 1956, a reduction of .5649 mills,
This reduction is made possible by
larger unexpended balances th at
will be on hand as of January 1,
1957 and an increase in valuations
above this year's valuations.

Upon investigation it was found
that the distance between lights on
Nevada and Alpine Streets does not
warrant the installation of addi-
tional lights,
It was found that if some trees
were trimmed close to the present
lights, the situation would be
greatly improved,
For the above reasons, I recom-
mend that the petition be denied.

Gentlemen:
In March of 1955 various esti-
mates were made far the cost of a
hardness reduction plant, f o u r
wells, new sub station and the eon-
siruction of 24" pipe line from the
new wells to the water treatment
plant, The total of these estimates
was $1,499,877,00.
On the basis of this estimate
bonds were issued for the improve-
ments that are now being made.
We now find due to increase in
construction costs over the esti-
mate and the construction of a 24"
main along Peosta Boulevard in
connection with the industrial de-
velopment project, that the total
cost will amount to $1,912,768A0.
This leaves a deficiency of $412,-
908.00, however, we have been.
able to pay $86,833,00 out of our
Water Works General Fund leav-
ing atotal of $326,075,00 for which
it will be necessary to issue addi-
tional revenue bonds.
I recommend that an additional
$330,000.00 Water Works Revenuo
Bonds be issued as of December
-1st, 1956, These bonds will mature
at the end of the other bonds is-
sued and will be financed by add-
ing $600,00 per month to our sink-
ing fund.
I am attaching a complete state-
ment showing all these costs and
the proposed sinking fund schedule.

porting to indicate in detail its op,
erations in Dubuque during t h e
year ending December 31, 1955.
This statement is in a form sim-
ilar to that used by the Interstate
Power Company in filing its an-
nual results with the City. In
adopting this form, the Gas Com-
pany has seen fit to use. certain
procedures for computing working
capital that forms part of the rate
base, set up by the Interstate
Power Company, but not recogniz-
ed by us in any of the: past rate
proceedings,
Accepting the figures contained
in the report. at their face value;
it is apparent that the Company
operated at' a loss for 1955 as was
anticipated. During 1955 the Com-
pony's revenue from the sale of
gas only, increased 24:1+ per cent
over the previous year and'it was
not only able to alter its gas pur-
chase contract but finally: settle
the price to be paid for such gas,
both by action of the Federal Pow-
er Commission. Had the results of
this action been available: to the
Company for the full year; 1955,
operating costs would have' been
reduced approximately $124,700.00
and instead of as loss shown `in
the report, there would have been
an income of $47,860.00 before in-
come taxes.
The Gas Company has shown a
remarkable recovery and now with
the experience of two heating sea-
sons available, it should be pos-
sible to predict with greater ac-
curacy what the present rates will
provide in a way of return which
after all is the measure of their
reasonableness,
We believe the time is ripe for
reviewing the present rate struc-
ture as recommended in our re-
port of May 3, 1955 so that any
rate changes. may be made prior
to the start of next years' heat-
ing season

impossible to discuss the various
phases of this type program as it

and therefore, the Commission felt
any action should be deferred until
a later date,
In view of the fact that the
budget estimates have been ap-
proved far the 1957 recreation pro-
gram it was impossible to include
any expenditure for this program
with the limited information avail-
able.
We plan to investigate the reas-
ons that this type of program has
been dropped here in Dubuque by
some groups, also what has been
done in other cities. We will call
attention to this group the recrea-
tion facilities available her e
through the city, schools, church-
es, and various private organiza-
tions if they really want supervised
recreation,
