City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the Dubuque City Hall Electrical Service Project, as completed
by Hawkeye Electrical, in the final contract amount of $27,378. This is a 5.6% decrease
from the original contract amount of$28,915 due to reusing the existing service feeders
instead of replacing them with new conduit and wire.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the Dubuque City Hall Electrical Service Project.
BACKGROUND
MEP Engineers (MEP) of Dubuque, Iowa was contracted to assess the current
condition of the City Hall electrical service and determine if the service capacity needed
to be expanded. MEP determined that the current electrical service is properly sized to
meet the current capacity and envisioned future utilization of City Hall. During the
assessment it was also determined that the main breaker on the main service panel
was frozen and unable to trip. If the main panel became overloaded, the lack of a
functioning main breaker could cause an electrical fire.
The project involved the replacement of the main 600 amp electrical service distribution
panel for City Hall and the installation of one empty subpanel on the first, second and
third floors. This subpanel will reduce any future costs of reorganizing building office
space or adding additional circuits for lighting or outlets due to the existing subpanels
having no additional capacity.
DISCUSSION
The Dubuque City Hall Electrical Service Project was completed by Hawkeye Electrical
of Dubuque, Iowa, in the final contract amount of$27,378.00. This is a 5.6% decrease
from the original contract amount of$28,915.00. The decrease is due to reusing the
existing service feeders instead of replacing them with new conduit and wire.

I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $27,378.00 to Hawkeye Electrical, for Dubuque City Hall
Electrical Service Project.

The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $27,378.00 to

ACCEPTING THE DUBUQUE CITY HALL - ELECTRICAL SERVICE PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Dubuque City Hall -
Electrical Service Project (the Project) has been completed by the Contractor, Hawkeye
Electrical (Contractor), the City Engineer has examined the work and recommends that
the Project be accepted; and
WHEREAS, the final contract amount for the Project is $27,378.00;
WHEREAS, the Contractor has previously been paid $25,100.00, leaving a
balance of $2,278.00; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $2,278.00 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.

performed in compliance with the terms of the Public Improvement Contract, and that
the total cost of the completed work is $32,128.00.
