City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the 2016 Bridge Repairs and Maintenance Project, as
completed by Tschiggfrie Excavating, Co., in the final contract amount of $309,118.40,
which is a 1.4% increase from the original contract amount of $304,972.81.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the 2016 Bridge Repairs and Maintenance Project.
BACKGROUND
During the 2015 Bi-Annual Bridge Inspections, it was observed and noted that both the
Cedar Cross Road and Old Mill Bridges were experiencing spalled concrete sections on
each of their respective bridge decks. As part of the FY14 budget process, additional
bridge maintenance funding was approved for these repairs; however work was
postponed due to local traffic using these streets as an alternate route while the Iowa
DOT was completing the US 61/151 Catfish Creek Bridge improvements during the
2014 - 2015 construction seasons.
The City initially solicited bids in 2015 for the bridge repair and maintenance projects on
Cedar Cross, Fremont, and Old Mill, however the City Council rejected the single bid
proposal received due to a lack of competitive bids and insufficient funding to proceed
with the construction improvements as proposed. At that meeting it was agreed that the
City would re-bid the project in early 2016 with the hope that more contractors will bid
on the project and allow for a more favorable bidding environment.
Sealed bids were received on the project on March 10, 2016. Four (4) contractors
submitted bid proposals. Tschiggfrie Excavating Co. was awarded _the construction
contract in the low bid amount of $304,972.81.
The 2016 Bridge Repairs and Maintenance Project included five (5) alternate bid items
to allow for flexibility to adjust the scope of the project should costs come in higher than
anticipated, thus allowing the project to remain within the budgeted funding available.
Due to the favorable bid received, the City was able to include and complete all the
work associated with the five (5) alternates.
The 2016 Bridge Repairs and Maintenance Project, provided for the following
improvements:
Cedar Cross Road Bridge:
• Concrete bridge deck repair to extend the life of the bridge.
• Sidewalk settlement repairs and expansion joint maintenance.
• Resurface north bridge approach.
• Reconstruct south bridge approach.
• Repair concrete barrier rail.
• Clean and seal bridge deck and sidewalk.
Fremont Bridge:
• Concrete bridge deck repair to extend the life of the bridge.
• Concrete bridge deck joint repair.
• Sidewalk settlement repairs.
• Reconstruct westerly bridge approach
• Clean and seal bridge deck and sidewalk.
Old Mill Road Bridge:
• Concrete bridge deck repair to extend the life of the bridge.
• Sidewalk settlement repairs.
• Clean and seal bridge deck and sidewalk.
• Utility disconnects - remove eight (8) abandoned water service lines.
• Utility disconnects - remove three (3) abandoned sanitary sewer services.
DISCUSSION
The 2016 Bridge Repairs and Maintenance Project was completed by Tschiggfrie
Excavating, Co., of Dubuque, Iowa, in the final contract amount of $309,118.40 which is
a 1.4 % increase from the original contract amount of $304,972.81.
RECOMMENDATION
I recommend that the City Council accept the public improvements and authorize the
payment of the contract amount of $309,118.40 to Tschiggfrie Excavating, Co., for the
2016 Bridge Repairs and Maintenance Project.

RESOLUTION NO. 392-16
ACCEPTING THE 2016 BRIDGE REPAIRS AND MAINTENANCE PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the 2016 Bridge Repairs and
Maintenance (the Project) has been completed by the Contractor, Tschiggfrie
Excavating, Co. (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $309,118.40;
WHEREAS, the Contractor has previously been paid $293,662.48, leaving a
balance of $15,455.92; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $15,455.92 as provided in Iowa Code chapter 573, and to
pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
