PURPOSE
The purpose of this memo is to request approval of the attached resolution and recommend
application to the DMATS STP Funding program for additional funding for the Jule Operations and
Training Center, formerly Bus Storage and Maintenance Facility.
BACKGROUND
The Jule Operations and Training Center (JOTC) is the third component of the Intermodal
Campus funded by a Federal Transit Administration State of Good Repair Grant, which was
received in October 2011. The first and second components are in the Historic Millwork District
and are now fully complete. The Intermodal Terminal serves as the downtown transfer location
and connection to Burlington Trailways and Lamers in Dubuque and the three-level parking facility
with 92 spaces dedicated for commuters and daily users to park and ride the bus are now open to
the public.
The JOTC will serve as the new operations hub for the Jule, replacing its current aging facility and
reusing an existing city-owned superfund/brownfield site at the former public works garage site
which is located on Kerper Blvd. A feasibility study and cost estimate for the center was initially
completed by IIW Engineers and Surveyors and Conlon Construction in July 2014. In February
2016, the City signed an agreement with Kueny Architects, LLC of Pleasant Prairie, Wisconsin to
provide design and construction administration services for the JOTC.
The new JOTC will replace the existing facility which has inadequate and unsafe bus access,
structural deficiencies; is functionally obsolete and has inefficient heating and cooling systems;
inadequate storage space for the Jule's existing bus fleet of 32 vehicles and future expansion;
and doors that are not of a sufficient height for entry and exit for all vehicle types.
DISCUSSION
The JOTC will be replacing the 100 year old existing facility and will be located at 925 Kerper
Blvd, Dubuque, IA. The new JOTC building will include office space for the operations supervisor,
operations asistant, and an open office area for dispatchers. Additional office area spaces in the
JOTC will include a small employee break area, restrooms, a large conference/training room as
well as an IT room for building technology and a small space for future expansion. The JOTC
design also provides for a small public lobby space. The indoor storage area includes spaces for
parts storage that are used in ongoing maintenance of the bus fleet. The traffic flow areas have
been designed to allow for improved vehicle flow and the garage space can accommodate the
Jule's entire fleet with additional space for future fleet expansion. Driver input was used to
develop the parking/bus pull-in and out configuration in the garage area to reduce backing and
the likelihood of accidents. All space will be in compliance with ADA standards for transportation
facilities. The outside project site includes CDL driver training course, staff parking area and
sustainable design elements for the handling of site drainage.
At this time, the project is out to bid, but additional funds are necessary to cover the budgeted
contingency for the project. $220,000 will be requested from DMATS and local match will be
provided by the Greater Downtown TIF GO Borrowing currently allocated to HMD Parking.

RESOLUTION NO. 406-16
RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH
DUBUQUE METROPOLITAN AREA TRANSPORTATION STUDY FOR SURFACE
TRANSPORTATION PROGRAM FUNDING FOR THE CITY OF DUBUQUE (BUS
STORAGE AND MAINTENANCE FACILITY)
Whereas, The current facility is over 100 years old and has a leaking roof system
causing other structural deficiencies; inadequate space for the fleet; and a sprinkler
system not meeting fire code; and
Whereas, The BSMF will provide housing for The Jule's brand-new fleet of clean
diesel buses that were purchased with federal and state grant funds during 2011-2012,
as well as reduce long term maintenance costs by replacing the existing 100 year old
facility. The BSMF will also provide options for future expansion; reduce deadhead
travel and potential delays of the service. The BSMF will be located on the Intermodal
Campus at the site of the old City garage and will complement the services provided at
the Intermodal Center; and
Whereas, the City of Dubuque is seeking the necessary funding for project
implementation, and upon completion, in cooperation with the FEDERAL TRANSIT
ADMINISTRATION, be responsible for adequately maintaining and operating the project
for public use during the project's useful life.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1. The City makes grant application with the Dubuque Metropolitan Area
Transportation Study for funds through the Surface Transportation Program to fund
(Bus Storage and Maintenance Facility).

Project Information
1. Project Description- Explain the nature of the project, indicate major work involved,and briefly compare
existing and proposed conditions (Attach 8.5"X 11"vicinity map):
The City of Dubuque,Jule Transit Division, is requesting$220,000 toward construction of the Jule Operations and
Training Center (previously referred to as the Bus Storage Facility). The total project cost is$6,817,474 with
funding coming from multiple entities including Iowa DOT, FTA, DMATS,and the City of Dubuque.The Jule
Operations and Training Center is a high priority project for the FTA Region 7.
The Jule Operations and Training Center will serve as a modern operations center for The Jule, replacing its
current aging facility and reusing an existing city-owned site,the former public works garage, located on Kerper
Blvd.
The new location will replace the existing facility which has inadequate and unsafe vehicle access, structural
deficiencies, aging and inefficient heating and cooling systems, inadequate storage space for FT-funded vehicles,
parts and equipment,and doors that are not sufficient height for entry and exit of all vehicle types.
The project will include a classroom-style training center, CDL training course, indoor vehicle storage, parts
storage, IT component storage,dispatch center and space for future expansion and/or opportunities for leasing.
The new operations and training center will incorporate sustainable building design elements including efficient
lighting, HVAC, low flow water systems, passive solar and natural lighting. Pre-bid analysis completed by the
Weidt Group anticipates 41% KW hour savings achieved through the energy efficiency measures selected during

2. Describe the work plan and schedule for project completion. Include current project status if the project is
underway or has multiple phases:
The Jule Operations and Training Center went out for bid on November 7, 2016 with a construction contract for
City Council approval at the December 5, 2016 meeting. Deconstruction of the existing building will begin shortly
after with substantial completion expected by late fall 2017.
3. Describe the performance measures and reporting process:
By building a modern bus storage and operations center to replace the existing facility, (1) non-revenue vehicle
miles in the transit system will be reduced, (2) energy usage will be reduced,and (3) interaction with other
vehicles while in non-revenue service will be reduced.
(1) Non-revenue vehicle miles are tracked on an annual basis and can be compared pre-build year to post-build
year. Non-revenue vehicle miles are expected to be lower once buses are moved to the new facility as it is closer
not only to the Jule's downtown transfer area, reducing non-route miles prior to route start, but also to the
maintenance facility where vehicles travel for oil changes, major component repair, etc.
(2) Utility usage is tracked month to month basis and can be compared pre-build year to post-build year. Utility
usage will be reduced due to the installation of new, energy efficient HVAC, lighting controls, low flow water
systems, passive solar and natural lighting. Pre-bid analysis completed by the Weidt Group anticipates 41% KW
hour savings achieved through the energy efficiency measures selected during the project's design phase.
(3)Traffic counts on Iowa Highway 52/Central Ave can be compared with traffic counts along 9th Street and
Kerper Blvd. The feasibility study supports that both 9th Street and Kerper Blvd have lower counts than Central
Ave and will reduce the interaction with other vehicles while in non-revenue service, preventing acidents related
to entry and exit of the vehicle storage site.

What is the major concern for congestion management and how will it be addressed?
Dubuque is uniquely situated at the point where three states (Iowa, Illinois and Wisconsin)meet. As
such, the City experiences a significant level of transportation flow through its downtown. The current
facility is located directly adjacent to US 52 North. The Average Annually Daily Traffic (AADT)for
this corridor is expected to increase to a range of 20,000 to 14,000 in 2040 based on the DMATS Model.
The corridor has speed zones of 50 miles/hour from IA 32 to 32nd St and 30 miles/hour from 32nd to
9th St. However,traffic tends to travel 5 miles over the posted speed limit. This corridor had 107
accidents in 2011 and has 663 trucks traveling the corridor daily (IADOT 31_TRAFFIC 2011. slip).
The current bus facility location makes it challenging for buses to pull in and out of the garage, not only
because of the location next to the highway carrying passenger and freight traffic, but also due to the
narrow garage door and alley bus drivers must maneuver to pull in and out.
This challenge will be addressed by providing a safe area as moving the bus facility to a location away
from a busy state highway. This move will allow the buses easier access in and out of the garage and
provide a safe training location and CDL course for new drivers to practice.

Explain:
Dubuque's investment in revitalizing its warehouse district and adjacent neighborhoods, combined
with the continuing growth of public transit usage in the community, provided the impetus for
planning the Dubuque Intermodal Campus, of which the Jule Operations and Training Center is the
final component. This multi-modal campus is a central component of the City's ongoing commitment
and demonstration of how sustainability improves the quality of life for local residents, increases
environmental protection and enhances the competitiveness of the regional economy. Completing the
last phase of the Campus will create an improved and strengthened transportation network and
connect all modes of traffic, which will also make the city significantly more attractive to both
industry and individuals considering relocation.

Explain:
Redesigned Jule routes using consumer travel demand-based route optimization software developed by IBM
through the Smarter City partnership is an underlying component to this project. This ongoing redesign and
analyzing transit routes will focus on providing coverage to underserved areas, increased efficiency and
reduced wait and ride times. Investing in the construction of a new bus facility where continuous transit
route monitoring will occur, means investing in revitalizing a city's urban core and creating an environment
where there is an efficient transit system. the site of the new facility also reduces non-revenue vehicle miles
traveled, meaning fewer miles driven before or after a route ends.
During the design phase and planning review,the perimeter of the site was determined to be a prime connection for
the City's trail network, providing access from the Bee Branch trail to the Historic Millwork District,the Intermodal

While Dubuque prides itself on its long-held sustainability principles and practices of reuse and renovation,
reconstruction and revitalization, it does not make good financial, technological or environmental sense to
continue using the existing bus facility. The City has made the decision to re-use an existing superfund site
adjacent to the urban core of the community and two blocks from the Municipal Services Center, where all
vehicle maintenance is performed. By re-using this superfund site and removing the existing building down
to the footprint and slab, and building a new, energy efficient and technologically advanced bus facility that
will operate in conjunction with the new intermodal facility, the bus storage and maintenance facility will
again be at the core of Dubuque's transportation system and will allow for long-term cost savings in route
efficiency and overall sustainability.
The city of Dubuque has worked to ensure all environmental approvals from the federal, state, and local
levels have been received. The City received a Categorical Exclusion for the project on June 24, 2013. The
site where the project is located is a superfund site and has the support of the Iowa DNR, in that they agree
that the change in use would be of very little concern for health impacts. The project also has the support of
the US EPA Region 7 in that they are supportive of the idea of controlled redevelopment and productive
reuse of the site. these entities have all provided input during the design process.
An energy assessment was conducted by the third party contractor, The Weidt Group in compliance with
"Requirements for Energy Assessments," 49 C.F.R. Part 622, Subpart C, and have incorporated all feasible
recommendations from the energy assessment.
