Fire Chief Rick Steines recommends City Council approval to submit an application to
the Assistance to Firefighters Grant program for $22,907 to purchase replacement
firefighting gloves and protective hoods. In addition, the grant would fund the purchase
of a testing device to insure proper fit testing of respiratory masks. The grant requires a
10% local match in the amount of $2,291.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
In the past the fire department has been successful in acquiring matching grants
for various equipment through the Assistance to Firefighter's Grant program
administered by FEMA. We most recently completed a grant for fitness equipment.
DISCUSSION
The application period is now open for the federal FY16 grant program.
Assistant Chief Greg Harris has identified an opportunity to request funding for
replacement of required protective clothing. Specifically, we would apply for funding to
purchase replacement firefighting gloves and protective hoods. In addition we would
also apply for funds to purchase a testing device for insuring proper fit testing of
respiratory masks. This grant would require a 10% match on our part. The protective
clothing items are part of our uniform purchase line item (10013400/6201 1)the fit testing
equipment, which will be needed to annually fit test our new breathing apparatus would
typically be funded from our repair parts/supplies for SCBA line item (10013400/62034).
In both cases any grant funding would reduce the cost to those line items.
RECOMMENDATION
I recommend submitting an application to the AFG program for $22,907. The city
matching costs would be 10% ($2,291), which can be funded from the above mentioned
line items. If awarded the grant would likely start this spring and be completed by fall.
ACTION REQUESTED
I respectfully request permission to submit a grant application for $22,907 to
purchase protective gloves and hoods and air mask testing equipment.
