Sealed bids were received for the Jule Operations and Training Center Project. City
Engineer Gus Psihoyos recommends award of the construction contract to the low
bidder, Tricon General Construction, in the amount of $5,693,000, which is 4% over the
estimate of probable cost. Other cost reductions make it possible to cover these costs,
along with a $322,989 contingency. Since the actual base bid amount exceeded the
original budgeted amount for this project, no alternates will be selected.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contract for the Jule
Operations and Training Center Project.
BACKGROUND
The Jule Operations and Training Center (JOTC) is the third component of the
Intermodal Campus funded by a Federal Transit Administration State of Good Repair
Grant, which was received in October 2011. The first and second components are
located in the Historic Millwork District and are now fully complete. The Intermodal
Terminal serves as the downtown transfer location and connection to Burlington
Trailways and Lamers in Dubuque and the three-level parking facility with 92 spaces
dedicated for commuters and daily users to park and ride the bus are now open to the
public.
The JOTC will serve as the new operations hub for the Jule, replacing its current
antiquated facility by reusing an existing city -owned superfundlbrownfield site at the
location of the former public works garage which is located on Kerper Blvd_ A feasibility
study and cost estimate for the center was initially completed by IIW Engineers and
Surveyors and Conlon Construction in July 2014. In February 2016, the City signed an
agreement with Kueny Architects, LLC of Pleasant Prairie, Wisconsin to provide design
and construction administration services for the JOTC.
The new JOTC will replace the existing 100 year old facility which has inadequate
access, structural deficiencies; is functionally obsolete; has inefficient heating and
cooling systems; inadequate storage space for the Jule's existing bus fleet of 32

vehicles; no room for future expansion; and doors that are not of a sufficient height for
entry and exit for all vehicle types.
DISCUSSION
The JOTC will be replacing the 100 year old existing facility and will be located at 925
Kerper Blvd, Dubuque, IA. The new JOTC building will include office space for the
operations supervisor, operations assistant, and an open office area for dispatchers.
Additional office space areas in the JOTC will include a small employee break area,
restrooms, a large conference/training room as well as an IT room for building
technology and a small space for future expansion. The JOTC design also provides for
a small public lobby space. The indoor storage area includes spaces for vehicle parts
that are used in ongoing maintenance of the bus fleet. The traffic flow areas have been
designed to allow for improved vehicle movements and the garage space can
accommodate the Jule's entire fleet with additional space for future fleet expansion.
Driver input was used to develop the parking/bus pull-in and out configuration in the
garage area to reduce the need for vehicle backing and the likelihood of accidents. All
space will be in compliance with ADA standards for transportation facilities. The outside
project site includes a CDL driver training course, parking area and sustainable design
elements for the handling of site stormwater.
BID RESULTS
Sealed bids were received on the project on November 30, 2016. Tricon General
Construction of Dubuque, Iowa submitted the low total bid in the amount of
$5,693,000.00. This amount is 4.0% over the estimate of probable cost. Since the
actual base bid amount exceeded the original budgeted amount for this project, no
alternates will be selected. In order to fund the base bid being $218,100 higher than
estimated, several other sections to the construction budget were revisited for potential
savings opportunities. Cost savings in the information technology line item budget have
been realized in the amount of $45,000, the equipment budget has been reduced by
$30,000, and the miscellaneous costs have reduced from $195,227 to zero. The
majority of the miscellaneous cost savings result from recent correspondence with the
Iowa Department of Transportation indicating that repayment of grant funds in the
amount of $167,000 related to a previous roof replacement project on the existing Jule
Bus Barn is not required. Alliant Energy also confirmed this week that there will be no
transformer or utility connection charges saving $28,000. This is a total savings of
$270,227, leaving a balance of$52,127 to purchase furniture.
A review of the Federal System for Award Management (SAM) showed the low bidder,
Tricon General Construction, Inc., is not excluded from participation in government
contracts. This documentation has been saved for FTA audit purposes. The low bidder,
Tricon General Construction, Inc. did not meet the DBE goal for the project, however, a
review of the documentation provided by Tricon shows a good faith effort was made to
contract with DBE firms. A DBE Good Faith Effort checklist was completed for the
project based on the information provided. This documentation has been saved for FTA
audit purposes.

Since the alternate for furniture was not selected, a portion of the project contingency
funds will need to be used to purchase a scaled down furniture group which will be

ACTION TO BE TAKEN

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE JULE OPERATIONS
AND TRAINING CENTER PROJECT
Whereas, sealed proposals have been submitted by contractors for the Jule
Operations and Training Center Project, (the Project) pursuant to Resolution No. 380-16
and Notice to Bidders was posted on the Master of Builders of Iowa plan room and the
City of Dubuque, Iowa website on the 9th day of November, 2016.
Whereas, said sealed proposals were opened and read on the 30th day of
November, 2016 and it has been determined that Tricon Construction of Dubuque, Iowa
with a bid in the amount of $5,693,000.00 is the lowest responsive, responsible bidder
for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Tricon
General Construction and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
