01 12 06 City Council Proceedings Official _SpecialCITY COUNCIL OFFICIAL City Council, Special Session, January 12, 2006 Council met in special session at 5:00 p.m. in the Library Auditorium Present: Mayor Buol, Council Members Braig, Cline, Connors, Jones, Lynch, Van Milligen, Corporation Counsel Lindahl Mayor Buol read the call and stated this is a special session of the City Council discussing the results of the Eagle Point Bluff Study performed by Kleinfelder, Inc. Michalski, City Manager called for the purpose of City Engineer Gus Psihoyos introduced Dr. Bill Gates of Kleinfelder, Inc., who gave a PowerPoint presentation on the results of Phase I of the Eagle Point Bluff Study. He stated that the controlled blasting in 2003 had been conducted appropriately; however, the causes for instability and failure of the bluff was the excavation at the base of the bluff that resulted in oversteepening, which was exacerbated by the mechanical excavation methods used. Various stabilization options for commercial development, residential development and for an undeveloped bluff were discussed. These included controlled blasting, controlled blasting with rock bolt reinforcement, rock bolt reinforcement, and wire mesh drape slope protection. The cost of stabilization ranged from $180,000 to $350,000, depending upon the method(s) used. He noted that removal of the trees from fifteen to twenty feet behind the brow of the bluff and the installation of horizontal drains at the foot of the bluff would be necessary with any stabilization option. The next phase of the study will narrow down the final design for stabilization, including more specific cost estimates. In response to a question, Dr. Gates stated that once the bluff was stabilized, development at the base would not cause further damage. There being no further business, Michalski moved to adjourn.
