The total cost of this improvement is estimated at $964,842, of which $500,000 would be funded by a Traffic Safety grant. If accepted, the ICAAP funding would cover $264,842 of this cost and the City would propose to provide $200,000 in local DMATS STP funds. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: December 14, 2016 RE: Application Authorization for an Iowa Clean Air Attainment Program (ICAAP) grant to assist with funding a proposed North Grandview Avenue and University Avenue Roundabout Intersection Improvement INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to officially submit an application for an Iowa Clean Air Attainment Program (ICAAP) grant to assist with funding a proposed North Grandview Avenue and University Avenue Roundabout Intersection improvement. BACKGROUND The Grandview Avenue & Loras Boulevard and Grandview Avenue & University Avenue Intersection Improvement Project was originally bid in July 2016 to include new traffic signals at both Grandview Avenue & University Avenue and at Grandview Avenue and Loras Boulevard. These proposed signalized intersection improvements were recommended by the East/West Corridor Study that was formally adopted by the City Council in February 2012. A Traffic Safety Grant (TSF) grant was awarded by the Iowa DOT Transportation Commission in January 2015 in the amount of$500,000 to partially fund the intersection signalization improvements. During the public outreach / engagement process for the Grandview-Delhi-Grace Roundabout project, staff heard comments from citizens that another roundabout should be considered at Grandview and University Avenue intersection. These comments were made due to concerns of vehicles backing up at the proposed traffic signals at University Avenue. Because of the positive feedback and the successful operational performance of the new Grandview-Delhi-Grace Roundabout, Engineering staff considered the possibility of modifying the proposed signalization project to include a roundabout at the Grandview and University Avenue intersection. There were several issues that would need to be overcome before a roundabout could be considered including potential funding. Another issue would be the current traffic safety grant and how it could be applied to this revised project. City staff discussed the potential revised roundabout concept with the Iowa DOT first. District 6 Local Systems Engineer has initially supported the potential project change and consulted with the Office of Traffic and Safety, who also supported the concept. The existing funding TSF agreement would need to be amended to account for the change in project scope from a signalized intersection to a roundabout. This change in scope would allow the City to keep $250,000 in TSF grant funds for the reconstruction of the existing traffic signals at Grandview Avenue and Loras Boulevard. The remaining $250,000 in TSF grant funds for the proposed traffic signals at Grandview Avenue and University Avenue would be removed from the project and the funds returned to the Iowa DOT. Due to the change in the project scope for the Grandview and University Avenue intersection improvements, the City would need to reapply for a $500,000 traffic safety grant for a possible roundabout at the intersection. Iowa DOT recommended submitting an additional grant application for potential ICAAP funding for the Grandview Avenue and University Avenue intersection for conversion into a roundabout. DISCUSSION This grant application is requesting funding from the State of Iowa's ICAAP funds in the amount of $264,842. Currently the Grandview and University Avenue intersection is a four way stop and has operational delays during peak travel times with concerns of vehicles backing up. A conceptual roundabout design (see attachment) was designed by the City's consulting engineer to minimize the impact to adjacent property owners. The roundabout concept was developed to accommodate various trucks, provide adequate sight distance, and provide natural vehicle paths. This concept was created using an aerial photo and is subject to modifications that include a minor shift in the circle location or shape, alignment adjustments, and development of optimal entry/exit paths. Construction would take place the summer of 2018. RECOMMENDATION I recommend that the City submit the grant application with the Iowa Department of Transportation for an ICAAP grant to assist with funding a proposed North Grandview Avenue and University Avenue Roundabout Intersection improvement. BUDGETIMPACT The total cost of this improvement is estimated at $964,842.00 of which $500,000 would be funded by a Traffic Safety grant. If accepted, the ICAAP funding would cover $264,842 of this cost and the City would propose to provide $200,000 in local DMATS STP funds. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1.
