City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2016 Asphalt Overlay Access Ramp Project Three, as completed by Midwest
Concrete, in the final contract amount of $60,812.24, which is 36.2% over the contract
amount of$44,664.00. The cost increase was caused by the following additional work:
• Poor soil conditions requiring additional stone,
• Additional sidewalk to attain proper slopes,
• Additional cub and gutter related to the ramps,
• A change order to replace the alley approach at firehouse 4 due to drainage
issues.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2016 Asphalt Overlay Access Ramp Project Three.
BACKGROUND
The project replaced eleven non-compliant access ramps with thirteen directional ramps
as per Public Right of Way Accessibilities Guidelines (PROWAG) specifications in
conjunction with the Public Works Asphalt Overlay Program and involved the
intersections of:
• Tressa Street and Samuel Street - Southwest and Southeast corners.
• Tressa Street and Esther Street— Northwest and Northeast corners.
• Tressa Street and River Ridge — Northwest corner
• Davis Street and Sheridan Rd. — Northeast and Southeast corners
• Davis Street and Windsor Ave. — Northeast and Southeast corners
• Davis Street and Windsor Ave. — Northwest and Southwest corners, dual
directional ramps at both corners.
DISCUSSION
The 2016 Asphalt Overlay Access Ramp Project Three was completed by Midwest
Concrete of Peosta, Iowa in the final contract amount of$60,812.24, 36.2% over the
contract amount of$44,664.00. Additional work was required including:
• Poor soil conditions requiring additional stone
• Additional sidewalk to attain proper slopes
• Additional curb & gutter related to the ramps
• A change order to replace the alley approach at firehouse 4 due to drainage
issues
Not including the cost of the extra curb & gutter, the change order, or the cost to
reconstruct three storm water intakes; the average cost per ramp was $3,085.34.

RESOLUTION NO. 426-16
ACCEPTING THE 2016 ASPHALT OVERLAY ACCESS RAMPS PROJECT THREE
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the 2016 Asphalt Overlay Access
Ramps Project Three (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Curb Ramp Program appropriations and the sidewalk program appropriations for the
contract amount of $60,812.24, Tess any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.
