City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Dubuque Industrial Center South, Building Pad 1 Sanitary Sewer Extension, as
completed by McDermott Excavating, in the final contract amount of$63,268.67, which
was $13,988.18 below the original bid award of $77,256.85.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Dubuque Industrial Center South, Building Pad 1 Sanitary Sewer Extension.
BACKGROUND
The original scope of the project included the installation of(3) manholes and 900 LF of
sanitary sewer along the South side of the building pad, in Dubuque Industrial Center
South.
McDermott Excavating of Dubuque, Iowa was the successful bidder and awarded a
contract in the amount of$77,256.85
DISCUSSION
The project was inspected and managed by City engineering staff and the project was
completed on time.
The completed project, including base contract line items additions and reuse of on-site
backfill material, totaled $63,268.67. Which resulted in savings of $13,988.18 from the
original award bid of$77,256.85.
BUDGETIMPACT
Resolution No. 161-16 authorizing the Building Pad 1 Sanitary Sewer Extension project
showed an estimated project cost including construction, contingency, and engineering
of $113,100.82. The City received a competitive bid 42.88% below the estimate of
probable cost, the contractor completed all design and inspection with City staff, the
projected costs and the actual costs as follows:

RECOMMENDATION
I respectfully request City Council accept the improvement in the final amount of
$63,268.67 to McDermott Excavating of Dubuque, Iowa, for the Building Pad 1 Sanitary
Sewer Extension project, by adoption of the attached resolution.

RESOLUTION NO. 429-16
ACCEPTING THE DUBUQUE INDUSTRIAL. CENTER SOUTH, BUILDING PAD 1
SANITARY SEWER EXTENSION AND AUTHORIZING THE PAYMENT TO THE
CONTRACTOR
WHEREAS, the public improvement contract for the Dubuque Industrial Center
South, Building Pad 1 Sanitary Sewer Extension Project (the Project) has been
completed by the Contractor, McDermott Excavating (Contractor), the City Engineer has
examined the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $62,268.67;
WHEREAS, the Contractor has previously been paid $60,105.24, leaving a
balance of $3,163.43; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $3,163.43 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.

he has inspected the Dubuque Industrial Center South, Building Pad 1 Sanitary Sewer
Extension Project, and that said Project has been performed in compliance with the
terms of the Public Improvement Contract, and that the total cost of the completed work
is $67,082.10.
