CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Wednesday, November 17, 2016
City Council Chamber, Historic Federal Building
Commissioners Present: Vice Chairperson Alan Vincent; Commissioners John
Pregler, Mark Dolson, and Charlie Winterwood.
Commissioners Excused: Chairperson Chad Darter and Commissioners Michael
Wright and Ronald Collins.
Commissioners Unexcused: None.
Staff Members Present: Laura Carstens, Jill Connors and David Johnson.
CALL TO ORDER: The meeting was called to order by Vice Chairperson Vincent at
5:30 p.m.
CERTIFICATION OF COMPLIANCE. Staff presented an Affidavit of Compliance
verifying that the meeting was being held in compliance with the Iowa Open Meetings
Law.
MINUTES: Motion by Pregler, seconded by Dolson, to approve the minutes of the
October 19, 2016 meeting as submitted. Motion carried by the following vote: Aye —
Vincent, Pregler, Winterwood and Dolson; Nay — None.
PUBLIC HEARINGS: None.
ACTION ITEMS:
Amended North Cascade Road Housina Urban Renewal Area: Staff Member Connors
reviewed the amendment to the North Cascade Road Housing Urban Renewal area.
She explained the amendmentwill help pay for infrastructure thatwill service the
subdivision and surrounding area. She noted 38.1 percent ofthe incrementwill help
create affordable housing in the community. In response to the Commission's question,
she explained the amendment is not part of a larger annexation effort and something
thatwould be considered separately.
Motion byWinterwood, seconded by Pregler, to recommend approval of the amended
North Cascade Road Housing Urban Renewal Area as it is consistent with the 2012 City
of Dubuque Comprehensive Plan. Motion carried by the following vote: Aye —Vincent,
Winterwood, Pregler, and Dolson; Nay — None.

New South Pointe Housing Urban Renewal Area: Staff Member Connors reviewed the
new South Pointe Urban Renewal Area. She reviewed the area boundaries and process
for establishment. She reviewed limitations to expanding the district into the County.
The Commission asked whether there are any unit requirements for developments
benefiting from TIF as well as the housing created from the increment. Staff Member
Carstens noted there are no specific requirements and the development is driven by the
market and developers. She discussed the increment can go back into the
developments or used to assist in other housing opportunities. The Commission and
Staff discussed the potential to create requirements and incentives for developments
benefiting from the housing TIF's as well as the increment.
Motion by Pregler, seconded by Dolson, to recommend approval of the New South
Pointe Housing Urban Renewal Area as it is consistent with the 2012 City of Dubuque
Comprehensive Plan. Motion carried by the following vote: Aye — Vincent, Winterwood,
Pregler, and Dolson; Nay — None.

2017 Comprehensive Plan Progress Report: Staff Member Johnson provided an
update for Imagine Dubuque, the new City of Dubuque Comprehensive Plan.

17, 2016 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Vincent, Winterwood, Pregler, and Dolson; Nay — None.
