Paint Five Flags Arena Ceiling and Walls
Sealed bids were received for the Painting of Five Flags Arena Ceiling and Walls
Project. Leisure Services Manager Gil Spence recommends award of the contract to
the Iow bidder, John C. Kaiser Company, in the amount of $71,785, which is
considerably below the $210,000 budgeted for this project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Paint Five Flags Arena Ceiling and Walls
INTRODUCTION
The purpose of this memorandum is to provide a recommendation on awarding the
contract for painting the Five Flags Arena Ceiling and Walls.
DISCUSSION
Sealed bids were received on April 25, 2002, for painting the Five Flags Arena Ceiling and
Wails. A summary of the bids received is as follows:
John C. Kaiser Company
Rosa Good Painting
Pospisil Painting, Inc.
Colonial Painting & Decorating, Inc.
$ 71,785
$ 72,450

The Iow bid of $71,785 is considerably below the budgeted amount of $210,000.
Obviously, staff over estimated cost of the project when formulating the budget request.
The budget request was made using the cost the last time the ceiling was painted. The
prep work needed this time is different and can be done at less cost. Anderson Design
and Consulting and painting contractors all believe the specifications for the project will
address our needs for completion of the project.
RECOMMENDATION
I recommend that the contract for painting the Five Flags Arena Ceiling and Walls be
awarded to the John C. Kaiser Company in the amount of $71,785.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions adopting the
plans and specifications and awarding the contract to the John C. Kaiser Company.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 1st day of April, 2002, plans, specifications, form of contract and
estimated cost were filed with the City Clerk of Dubuque, Iowa for the PAINTING OF THE
FIVE FLAGS ARENA CEILING AND WALLS PROJECT.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.

AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the
PAINTING OF THE FIVE FLAGS ARENA CEILING AND WALLS PROJECT pursuant to
Resolution No.196-02, and notice to bidders published in a newspaper published in the
City of Dubuque, Iowa, on the 5th day of April, 2002.
WHEREAS, said sealed proposals were opened and read on the 25th day of April,
2002, and it has been determined that the bid of THE JOHN C. KAISER COMPANY, in the
amount of $71,785 was the lowest bid for the furnishings of all labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to THE JOHN C. KAISER
COMPANY, and the Manager be and is hereby directed to execute a contract on behalf of
the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

ceiling in the arena at the Five Flags Center. We are initiating the bidding process at
this point so that the contractor can be ready to begin the project on July 1st, to allow
for completion by September 1st. This is a tight time frame that needs to be met for
events already scheduled in the building.
