Enterprise Zone Commission Appointments
Economic Development Director Bill Baum is requesting the City Council review and
confirm the recommended representatives from the Iowa Department of Economic
Development (Kelley Deutmeyer, Executive Director of East Central Intergovernmental
Association) and the Northeast Iowa Community College (Daniel White, member of the
NICC Board of Trustees) to serve on the City's Enterprise Zone Commission.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Enterprise Zone Commission Appointments
INTRODUCTION
This memorandum recommends two appointments to the City's Enterprise Zone Commission.
The City Council is asked to confirm recommendations from the Iowa Department of Economic
Development (IDED) and the Northeast Iowa Community College (NICC) for representatives to
serve on the Commission.
BACKGROUND
The composition of the City's Enterprise Zone Commission is regulated by State law. Some
commissioners must represent specific organizations, including the Iowa Department of
Economic Development and the local community college. As Commissioners' terms have
expired or vacancies created by departures, the representative organizations have been asked
to select or reconfirm their chosen representative.
DISCUSSION
Attached to this memo are letters from the Iowa Department of Economic Development and
from the Northeast Iowa Community College requesting that Kelley Deutmeyer, Executive
Director of East Central Intergovernmental Association, and Daniel White, a member of the
NlCC Board of Trustees, be appointed as Enterprise Zone Commissioners. Kelley replaces
me as the IDED representative now that I have moved to the City's Economic Development
Department. Dan is being reappointed to a second term by the community college.
ACTION STEP
The action step for the City Council is to review and confirm the recommended
representatives from the Iowa Department of Economic Development and the Northeast
Iowa Community College to serve on the City's Enterprise Zone Commission.
