Approve Minutes of February 8, 2002
Commissioner Wertzberger moved to approve the minutes of February 8, 2002.
Seconded by Kluesner, passed unanimously.
Request to Schedule Entrance Examination for the Position of Police Officer
At the request of staff, Commissioner Wertzberger moved that this item to moved to the
end of the agenda. Seconded by Kluesner, passed unanimously.
Establish Passing Point/Certify List for the Position of Engineering Assistant I
Commissioner Wertzberger moved to accept the recommendation of Assistant City
Engineer Gus Psihoyos and Personnel Manager Randy Peck to establish the passing
score at 65 points, which provides a passing score for fourteen of the thirty-two
applicants who took the examination. Kluesner seconded, passed unanimously.
Kluesner moved that the list as read be certified for two years. Seconded by
Wertzberger, passed unanimously.
Request of Thomas J. Thurston, Sr. to Retake Sanitation Driver Test
Commission discussed the fact that they would be very supportive of such a request to
have the test questions verbally read to an individual, however, this request should be
made prior to taking the test and not after. It was the consensus of the Commission
that taking the same test twice would give Mr. Thurston an unfair advantage over the
other individuals who took the test. Wertzberger moved to deny the request and to
encourage Mr. Thurston to reapply in the future as positions become available.
Seconded by Kluesner, passed unanimously.
Request of Michael K. Clancy to Change to Stock Clerk Test Passing Score
Chairperson Duehr explained that the Commission generally accepts the
recommendation of staff with regard to the passing score for Civil Service tests and that
the score is usually around 70%. The score may be a little below or over 70% as they
also look for a natural break in the scores. Commissioner Wertzberger moved to deny
the request. Seconded by Kluesner, passed unanimously.
Request of Carl J. Wilson, Jr., to Take the Firefighter Entrance Examination as a
Make-up Test
Personnel Manager Randy Peck explained that Mr. Wilson had been scheduled to take
the Firefighter entrance examination on September 12, 2001; however, he was
immediately activated to military service on the afternoon of September 11th. Fire Chief
Dan Brown stated Mr. Wilson would have to pass both the written and physical agility
test and if he passed both, his name would be added to the certified list. He explained
that the hiring process they are currently in would continue as they need to fill two
vacancies and it is unknown when Mr. Wilson will be released from active duty.
Commissioner Wertzberger moved to approve the request. Seconded by Kluesner,
passed unanimously.
7. Request to Schedule Promotional Examination for the Position of Medical Officer
Commissioner Kluesner moved to schedule a promotional test for the position of
Medical Officer for Wednesday, May 8, 2002, 6:30 p.m., at a place to be determined;
that the test be open to any current flrefighter/paramedic with one-year minimum on the
job and that McCann and Associates be used to provide the written test. Seconded by
Wertzberger, passed unanimously.
2, Request to Schedule Entrance Examination for the Position of Police Officer
Police Chief Wadding explained the process they would like to follow for the Police
Officer Examination. It is proposed to do the written test on a Saturday beginning at
9:00 a.m., with the physical agility test to immediately follow. It is also proposed that
staff would score the tests in order to expedite the process. It was further
recommended that the oral interview be included as part of the certification process.
Discussion was held regarding the use of remote testing sites and staff was directed to
determine if any other cit es n Iowa woul~l be conducting the POST examination for
Police Officer in the near future Commissioner Wertzberger moved that (1) the oral
interview be included as a part of the certification process; (2) the written and physica
agility tests be administered on the same day; (3) remote sites - staff would check on
whether other communities were doing the same testing; (4) POST would be used as
the written test; (5) the certified list would be good for two years; (6) the test would be
scored by City staff; and (7) transfer scores from other communities would be accepted.
Seconded by Kluesner, passed unanimously. Kluesner then moved that the application
deadline be 5:00 p.m., April 12, 2002, in the office of the Personnel Manager.
Seconded by Wertzberger, passed unanimously. The test date is Saturday, May/~,
2002 at the University of Dubuque, with the written test being conducted at 9:00 a.m.
(registration at 8:30 a.m.) and the physical agility test beginning at 10:30 a.m.
There being no further business, upon motion the meeting adjourned at 4:09 p.m.
