SUBJECT: City Council Boards Appointments for 2017
The Mayor and City Council members are appointed to various boards and
commissions by requirement of their elected office or by request from a specific agency
through agreements and by-laws.
It is customary for the City Council to review these appointments at the first Council
meeting of each year to discuss any changes in representation for the upcoming year.
Agencies occasionally submit correspondence alerting the City Clerk to any term
expirations and requesting confirmation of appointment.
Therefore, I am providing a list of boards and commissions to which the Mayor and City
Council Members are currently appointed. Should the City Council make any changes in
representation, I will inform the associated agency of the change and effective term date
if it be sooner than the one specified.
I will also coordinate with the City Manager when a request is made for his appointment
or that of a staff designee.

Outreach Center agency which provides programs to serve low-income persons in Dubuque, Delaware and
721 South 5th Street,Suite B Jackson counties. The work of the agency is administered by a 27-member tripartite board of
P.O.Box 443 directors which includes nine representatives for each of three community sectors:elected
Manchester,Iowa 52057-0443 public officials, low-income persons:and private community organizations. Seats on the board of

This gets a little weird for all Council appointments, because they like to review them in January for the upcoming year.

Karen,
This is to confirm that Council Member Luis Del Toro will replace Joyce Connors beginning July 1, 2017.
All other appointments will stand: Mayor Buol, Kevin Lynch, Mike Van Milligen and Maurice Jones.
We will revisit this at the first Council meeting in January 2018 pending the outcome of the election.

I received the attached letter from Rick through Mike.

Let’s clarify.
In January, Council chose to have Luis Del Toro take Joyce Connors’ term come July.
Kevin Lynch will remain.
I will double check with Roy, Mike and Maurice, but my understanding was that all other appointments stood come July.
This gets a little weird for all Council appointments, because they like to review them in January for the upcoming year.
I’m open to input!
